This Refund Policy is issued by ELITE DIGITAL SERVICES, operating payechallans.
1. About ELITE DIGITAL SERVICES
ELITE DIGITAL SERVICES (hereinafter referred to as "the Company", "we", "us", or "our") operates the online platform payechallans. We provide digital payment facilitation services for government eChallans across India.
2. Refund Responsibility: Platform vs. Government
- ELITE DIGITAL SERVICES Responsibility: We refund amounts deducted from your account but not credited to the government due to technical issues with the payment gateway or platform.
- Government Department Responsibility: If the payment is successfully received by the government department, any refund related to overpayment, duplicate payment, or incorrect challan must be requested directly from the respective government department.
- Company Policy: ELITE DIGITAL SERVICES acts as a payment facilitator only and does not handle government-level refunds.
3. Eligibility for Platform Refund (Failed Transactions)
You are eligible for a refund from payechallans only if:
- The payment amount was deducted from your bank account/card/wallet.
- The transaction is marked as Failed on our platform.
- No CIN (Challan Identification Number) was generated.
- The refund request is made within 7 days of the transaction date.
- You can provide valid proof of payment deduction.
- The transaction was processed through payechallans platform.
4. Refund Procedure for Failed Transactions

To request a refund for a failed transaction, email us at:

Step 2: Include Required Details
- Subject: "Refund Request – Failed Transaction ID [Your_Transaction_ID]"
- Registered email address and mobile number
- Proof of amount deduction (bank SMS/email/statement)
- Transaction date, amount, and payment method
- eChallan number and government department
- Screenshot of failed transaction status
Processing Timeline
- Verification: Within 48 business hours
- Refund Initiation: Within 3-5 business days after approval
- Bank Processing: 7–15 business days (depending on your bank)
- Total Duration: 10-20 business days from approval
5. Non-Refundable Cases (Company Policy)
Non-Refundable via payechallans
- Successful Payments: If CIN is generated and payment is credited to government
- Service Charges: Convenience/service fees are non-refundable (Company Policy)
- User Errors: Wrong vehicle number, incorrect challan selection, wrong amount
- Technical Issues: Browser crashes, internet disconnections during payment
- Government Rejections: Challans rejected by government systems
- Policy Violations: Transactions violating platform terms of service
Government Refunds (Contact Department)
- Overpayments or duplicate payments to government
- Challan cancellation by government authority
- Court orders or legal settlements
- Wrongful challan issuance
- Any government department policy-based refunds
6. Service Charges Policy
- Service/convenience charges are applicable per transaction as per ELITE DIGITAL SERVICES pricing.
- These charges are non-refundable under any circumstances (Company Policy).
- Service charges cover payment gateway fees, platform maintenance, and support services.
- Charges are displayed clearly before payment confirmation on payechallans.
- Government fees and penalties are separate from service charges.
7. Important Company Disclaimers
- ELITE DIGITAL SERVICES is not a government entity or department.
- We are payment facilitators for government eChallans.
- All challan amounts and details are as per government records.
- Company is not liable for government department decisions or delays.
- Service is provided "as is" within the limitations of Indian law.
- Refund eligibility is determined at the sole discretion of the Company.
- We comply with RBI guidelines for payment processing.
8. Policy Updates
ELITE DIGITAL SERVICES reserves the right to update this Refund Policy. Users will be notified of significant changes through platform announcements. Continued use of payechallans constitutes acceptance of updated policies.
